Sorcerers. Priests. Wizards. Psychics. Seers. By any name, they are the chosen few of the deity, those most able to call upon miracles.

Is this a heroic trait, allowing the mortals to invoke Belief without the approval of the deity? Or must the deity approve of and invoke the miracle? Is there a way to invoke a miracle 'on hold', activated when one's specialists call for it?

Again, I'm getting visions of multi-tiered miracles and seperate Belief pools, expended like batteries. Of course, there's the thorn of trusting one's priests/shamans/voodun to know what's best for one's people.

As far as I am concerned, Heroes can only execute miracles sancitfied by thier God. Those miracles are part of the Cost/ Upkeep you pay for up front. Heroes cannot draw upon or use belief.

From Chapter 5 NGoM

For example, if you want your hero to be able to cure disease with a touch, you spend Belief as if you had cast a Miracle to cure an individual of disease. Of course, the benefit of creating a hero with this ability is that he can move around, curing disease as he desires. The drawback is that heroes tend to cost a lot of Belief and they are more vulnerable than you.

Right now there is a plan to introduce magic into the world much later that will work like a smaller, more limited version of the Miracle systemt that works off of the spirit. We plan to produce a complete system called Heroes of the World.

Right now the debate is whether to do it based off of D&D 4th Ed (Getting the OGL or equvalent) or a unique RPG system.

Anyway there is the long answer.

If you are looking at existing systems to use for running Heroes of the World I would suggest Savage Worlds!

It is a fairly simple system and also uses a similar dice scale of d4 to d12 for attributes and skills so if I have a hero with d10 Body, d6 Mind and d8 Spirit I could convert that in the following way:

Agility d10 (based on Body)
Smarts d6 (based on Mind)
Spirit d8 (based on Spirit)
Strength d10 (based on Body)
Vigor d10 (based on Body)

And assign skills appropriately, e.g.
Fighting d10, Guts d8, Intimidation d8, Notice d6, Riding d10, Survival d6, Throwing d10, Tracking d6.

I haven't yet played either game, only owning the rulebooks but I had already considered using NGM's conflict resolution to resolve Mass Combat in Savage Worlds rather than use its own system, and also to set a Savage Worlds game in the NGM setting.

While I like Savage Worlds, I would say adapt your existing system. It is very malleable.

I believe the system is very effective and would work perfectly well to adjust for ritual magic easily and "spell casting" would only take a few alterations. Groups like priests and wizards could pool their dice to perform small scale miracles over the course of a number of conflicts during which they roll spirit, and pool that value, when they exceed the required "Belief Cost" for a feat they're trying to accomplish, the spell is then cast. Then your priests also cast spells within your Harmonies and Inclinations, rather than reaching beyond your domains.

As for "Spell Casting" Just assign spells to their name that have miracle costs but have any use of their spells generate belief for their God. They may not use the spell to cause or affect conflict, but just the display on such an individual level could be considered a test of faith. "I'm trusting you God, to channel your power through me at the precise moment. I'm doing everything you taught me to do to perform this spell last time. Don't fail me now."
