I think only briefly, it is mentioned that you can create creatures and such.
How would a deity go about creating a "patron race"...example: the One Eyed God from another fantasy game creating "orks".
Obviously the deity can't create souls, but couldn't he fashion a new life form that the Well would supply with spirits?
Are those rules in the Fate book, or did I miss them in the main book?

Yes you can,

You can transform your people to whatever shape you want. They will start off as humans, but you can induce small permament miracles of alteration, pay the upkeep as you go along and eventually after many seasons and at least one generation of offspring they will stay that way with no upkeep. (The rule for miracles staying permanent which alter your followers without paying for upkeep will be coming soon in the tokens and followers pack.)

I would recommend doing this with your elite followers at first as the payment (Household vs Village scale) is smaller.

There is an example of an "altered society" in the Fate's Guidebook in the adventure Wolves at the Door. The children of Karagore is a fine example.

One of the reasons for the Bronze age setting is so gods can do some crazy ass alterations and develop a whole society for future games set in the world.
